Issue Paper 5b: Inclusion of English Learners in English Language Proficiency Assessments (Updated for Session 2)
Based on the first negotiated rulemaking session in March 2016, this issue paper on the inclusion of English learners in English language proficiency assessments has been updated. In this updated draft regulatory language, states must develop a uniform statewide assessment of English language proficiency, and provide coherent and timely information regarding students’ attainment of English proficiency based on this assessment.
