Issue Paper 4b: State Administration of Alternate Assessments
This issue paper discusses stipulations for a state to adopt alternate academic achievement standards for students with the most significant cognitive disabilities. Additionally, this paper describes the one percent limit placed on the number of students who can take an alternate assessment aligned to alternate standards. A district may exceed this one percent cap on an alternate assessment, but must submit justification for exceeding the cap to the state. Included are discussion questions for the negotiated rulemaking committee members to address.
