Issue Paper 4b: State Administration of Alternate Assessments (Updated for Session 3)
This updated issue paper includes draft regulatory language requiring local education agencies to submit information that justifies any instance in which more than one percent of students must take an alternate assessment. This information must be publicly available and be submitted at least 90 days prior to the start of a state’s first testing window. The draft regulatory language also includes a provision for states requesting to extend a waiver for alternate assessment, necessitating that all requirements are met and demonstrated progress towards each component of the prior year’s plan and timeline.
