The Equitable Access Implementation Playbook: Communication Guidebook
The purpose of this publication is to help states communicate their Equitable Access Plans to different audiences. The authors cover five steps:
Identify audiences and messengers.
Identify and implement communication channels.
Develop key messages.
Develop a communications project management plan.
Monitor the effectiveness of communication.
Four activities are provided to facilitate the development and implementation of the state communication plan.
The purposes of this guidebook are indirectly stated and generally well-achieved. The methods used to develop the guidebook are only generally stated and no references are provided. Nevertheless, the recommendations are generally well accepted by most communications professionals, such as identifying audiences, differentiating messages for specific audiences, and developing clear, concise messages. The document could be improved by providing specific examples. Communications quality is excellent using simple language and a pleasing design. Utility is difficult to judge and may be limited primarily to state departments of education. Evidence of effectiveness is not addressed.
