Issue Paper 3: Locally Selected, Nationally Recognized High School Assessments (Updated for Session 2)
Based on the first negotiated rulemaking session in March 2016, this issue paper provides updated draft regulatory language regarding the use of locally selected, nationally recognized assessments for state testing of high school students. This updated version includes draft regulatory language that ensures if districts administer a locally selected, nationally recognized assessment to all students, the assessment is consistent with requirements on technical criteria and standards alignment. Districts that use a locally selected, nationally recognized assessment must update its local education agency (LEA) plan accordingly. Draft regulatory language is also included to ensure that parents are notified about the use of a locally selected, nationally recognized assessment in an easily accessible format.
