This issue paper reiterates the requirement for English language learners (ELLs) to be included in state annual academic assessments, with appropriate accommodations provided. The paper also includes examples of states and assessment consortia that have offered assessments in other languages for ELLs. Included are discussion questions for the negotiated rulemaking committee members to address.
