Notice of Final Regulations: Title I, Part A
The regulations outline changes ESSA implements in regards to the academic assessment provisions of Title I, part A. ESSA includes exceptions that allow local education agencies to administer locally selected, nationally recognized high school assessments in place of statewide high school assessments. States may also allow eighth grade students taking assessments in advanced mathematics courses to skip state eighth grade mathematics assessments as a way to avoid double-testing. These regulations also place a one percent cap on the total number of students in each assessed subject who take an alternate assessment aligned with alternative academic achievement standards.
