This 2006 publication is the third in a series of three Practical Guidelines for the Education of English Language Learners publications. This publication addresses the increased awareness by schools, districts, and states of the academic needs and achievement of English language learner (ELL) students. This awareness results from the No Child Left Behind Act of 2001 (NCLB), which holds schools, districts, and states accountable for teaching English and content knowledge to their ELL students. The publication emphasizes that because of the importance of academic language proficiency in acquiring and assessing content-area knowledge, ELL students present unique challenges to educators. The publication focuses on research-based recommendations on the use of accommodations to increase the valid participation of ELL students in large-scale assessments.
