The Every Student Succeeds Act (ESSA) Highlights of Final Regulations on Accountability Systems, Report Cards, and State Plans

On November 28, 2016, the U.S. Department of Education published final regulations amending parts 200 and 299 of Title 32 of the Code of Federal Regulations. These regulations, effective on January 30, 2017, establish new rules for statewide accountability systems, state and local educational agency report cards, state plans, and other provisions of ESSA. This resource highlights changes or clarifications in regulations (in bold text), beginning with State Plan requirements followed by information on other sections, since the notice of proposed rulemaking.
