Issue Paper: Supplement Not Supplant (Updated for Session 2)

This updated version of the Supplement Not Supplant paper, which was first discussed in the March negotiated rulemaking session, outlines updated proposed regulatory language. This drafted language seeks to ensure that Title I, Part A funds are used to supplement funds that would be available from state and local sources in the absence of Title I. States and districts may not use Title I, Part A funds to supplants funds from state and local sources. States and districts must also annually demonstrate that the methodology used to allocate state and local funds to each Title I school ensures that schools receive state and local funding that it would otherwise receive if not a Title I school. Exceptions to these regulations are outlined within the document. Districts must submit transition plans and methodlogy to its state by December 10, 2017.
